I can know of what you mean. You mean that Chinese President Xi Jinping has no term limits after the 19th Communist Party of China National Congress. Also, President Xi Jinping rewrite some of the Chinese Constitution.
It is sophisticated to explain this in English to you. In general, It has positive and negtive effects, but now the positive effects are more than the negtive ones.
