The internationalization of the Shenyang city is not as well as that of Shanghai city.
People in Shenyang are not so open-minded.
The previous project about a local company of JinBei in Shenyang and U.S. General Motors failed.
So, I think that Tesla will not set up a factory in Shenyang.

Shenyang is a city with a lot of manufacturers. In Shenyang city, there are factories that manufacture cars, parts of airplanes, machinery, engines and so on. However, in the time of Internet, Shenyang can not catch up with the the international trend.
Shenyang is the capital city in Liaoning Province and Shenyang is the central city of politics, economy, culture, airline and railway in northeast China.
There are 9 millions of people in Shenyang city.

Yesterday, Vice president of Tesla Tao lin visited Shenyang and talked with the Mayer of Shenyang and top officials about the cooperation between Shenyang and Tesla.
